Independent perspective. Practical judgment.
Independent advisory for safety-critical operations.
Helping leaders see risk early, pressure-test assumptions, and make informed decisions when change carries real operational consequences.
What we do
Clarity before consequences.
CAG provides independent, judgment-based advisory support for complex, regulated, and safety-critical environments.
Our focus is where operations, regulation, and human performance intersect.
Surface operational risk
Identify risks introduced by new systems, procedures, and training approaches before they become operational problems.
Pressure-test the assumptions
Bring real-world context to important decisions and examine second-order effects that may be easy to overlook.
Keep people accountable
Understand how standards translate into practice and maintain human judgment in increasingly complex systems.
How we engage
Independent by design.
Our advisory work provides independent perspective, targeted assessments, periodic reviews, and ongoing judgment support. We do not take on program execution or management as part of these advisory engagements.
We value discretion and practical realism. The aim is not to be the loudest voice in the room, but to ask the right questions at the right time.
Meet Brian
Experience grounded in operations.
Brian O’Quinn
U.S. Army veteran and retired federal professional with more than 30 years of experience in complex, highly regulated operational environments, including DoD and FAA settings.
Working alongside operators, engineers, and leadership teams shaped a practical approach to change: understand the tradeoffs, challenge assumptions, and consider how decisions will function in the real world.
Through Cumberland Advisory Group, Brian brings that perspective to operational risk, training, readiness, and decision-making.
